Immediate Action Required-Quarterly CAAT data Due
OMB released updated ARRA guidance (M-10-08) concerning jobs counting and data quality. The guidance makes two very important changes concerning jobs calculation:
1. A job created is a new position created and filled, or an existing unfilled position that is filled, that is funded by the Recovery Act. A job retained is an existing position that is now ARRA funded by the Recovery Act.
2. Sub-recipients will only report jobs on a quarterly basis, i.e. sub-recipients will provide a "quarterly snapshot." Recipients will not be required to sum hours across reporting quarters or cumulative totals or to adjust estimates of full Time Equivalent (FTE) hours.
Based on the States’ Recovery Act Bulletin Number 09-30 which directs State Departments to recalculate the job data submitted previously and report data through the quarter period ending December 31, 2009. Please Note: CSD must approve and upload the recalculated job data into the CAAT System by January 11, 2010, close-of-business.

MORE CAAT REPORTING- Due Next Week
Currently, CSD is seeking further guidance and clarifications on the requirements set forth in the Recovery Act Bulletin. Additional information will follow in the next couple of days providing direction the Network on how the Network will report the updated information to CSD, and when it will need to be submitted.
CSD must submit the recalculated job data by January 15, 2010 in the CAAT System; therefore, the turnaround for the Network to submit the requested information will be very short-probably less than two (2) days. The job information will now be reported on a quarterly basis-NOT CUMULATIVE. Up to this point all job data was reported on a cumulative basis.
Please stay tuned, additional information is coming and will require immediate action from your agency.

Upcoming CSBG ARRA Reporting Due Dates
January 15, 2010 is fast approaching and with it comes several due dates for the CSBG ARRA reporting requirements. Below you will find the listing of all the reports that are due on January 15, 2010 and the report periods that they cover. You will notice that we are also collecting the Quarterly Project Status Report that was due on October 15, 2009. This report covered July 1, 2009 through September 31, 2009 and was not collected on the due date established, but needs to be submitted on January 15th. Each agency will need to submit separate project status reports, one for each quarter. Click here to access the CSBG ARRA forms.

CSBG Subcontractor Information
-A listing of the subcontractors. The listing must include: subcontractor name, address, telephone number, contact person, ARRA contract amount, ARRA project name, ARRA project name, ARRA project description, expected outcomes, projected number of jobs to be created, projected number of jobs to be retained and a brief description of the types of jobs to be created and/or retained.
-Risk assessment for the subcontractor.
-A copy of the monitoring tool to be used to monitor the subcontractor for compliance and a schedule for the monitoring of the subcontractor.
-Documentation that the subcontract has registered in the Central Contractor Registration (CCS) and Dun and Bradstreet Universal Numbering System (DUNS).
